Physician near Victoria

My sister has medicaid and could really benefit from surgery. She is 5'4 and 300lbs. The problem is her family Dr. does not believe in surgery and will NOT refer her. She is willing to change Dr.s but she wants to at least know that they will be open to discussion about her wanting surgery. Anyone know of a physician in or around Victoria they can recommend??
