Atascosa County (near San Antonio)
Apparently has been using on their county ballots for several years of the Chiliean flag instead of the Texas flag. (They do look a lot alike, but the flag of Chili only has the top left hand part of the flag blue, while the Texas flag has the entire left side of the flag in blue.)
I think it was the county's attempt to support the miners! (Who I hope are all out by now!)
