I always thought this was a happy song, but its actually about familial abandonment and a natural disaster that destroyed what was once the second largest city in Oregon.
In Robert Hunter's lyric book, Box of Rain, he notes "Remembering the great Vanport Washington flood of 1949. Living in other people's houses, a family abandoned by the father. Second grade."
Straddling the Columbia River, Vanport was actually part of Oregon, not Washington. The city was equidistant between Vancouver Washington and Portland Oregon, hence the name Vanport. Built during World War 2 to house defense workers, at one time Vanport was Oregon's second largest city behind only Portland. The high population was 40,000. As would be expected of a wartime city thrown up in a rush to build munitions, living conditions were subpar.
Over Memorial Day weekend of 1948 (1949 was either poetic license or faulty memory), Portland received two separate major rainstorms. Those storms, combined with spring snow melt, caused the Columbia River to overrun its banks, completely deluging Vanport. Parts of the city were under 15 feet of water. Vanport was never rebuilt and is now Delta Park in Portland.
Fortunately, because the flood occurred over a holiday weekend, many people were away from their homes and only 15 were actually killed in the flood.
Robert Hunter was born Robert Burns and is supposedly the great grandson of the Scottish poet. His father was an alcoholic who abandoned his wife and children. Hunter spent some time in a succession of foster homes, while his mother tried to get back on her feet. Ultimately she remarried and was able to reunite her children.
Lyrically, Hunter alternates between remembering the flood "Wake of the Flood, laughing waters, 49" and his mother's efforts to reunite her family "line up a long shot, maybe try it two times, maybe more". Jerry Garcia later wrote the music and it appeared on 1973's Wake of the Flood album.
Marilyn is driving back with my older son today. She got in last night, so hopefully he will let her sleep in a little today. I know that he is eager to get home though.
QOTD: I'm going to say Elementary because its the first thing that comes to mind. I may change my answer though.

They have made it in one day before, but not today. It sounds like they are still in Colorado hoping for North Platte worst case or Lincoln best case.
