I am 11 days post op. I have a can of Progresso vegetable beef soup and wonder if if would be ok to strain the veggies and drink the juice. It is watery creamy, And would that count toward liquids?

I strained soups during my full liquid phase. Strain away!

Yes, you can do that or purée the veggies in so it's one consistency. If you eat it as is (ie, the chunks plus the broth, you'll be eating and "drinking" effectively so that's whats not recommended).

Yes, I did this (in full liquid stage) -- then I pureed it during the puree stage. It's much better than broth.

However, I am not familiar with that soup -- if there are potatoes or starchy veggies, I would strain and not puree.

Even better is to make a pot of soup and do the same thing -- the rest of your household can enjoy the soup and you can enjoy the strained broth (and control your salt intake.)
