Is this possible? What do I need to do?

FYI I can't do a combination of excercise w/ weight training because I can't lift weights until August. So I can only adjust my diet and do Cardio. What should I eat and how much cardio?

Go on a liquid diet. Nothing but low carb protein shakes and water

The average human arm is about 8 pounds.

You could cut the arm off at the elbow -- that would be about 4 -- just a bit more than the 3.8 pounds.

Why? Back in March you posted you were 2 years post-op and weighed 124.

Did you make the mistake of listening to the person who told you to gain weight??

No.... I am now 122.8 It was a personal goal I set for myself to be at 119. The time I gave myself to lose the 3.8 pounds is coming to an end. I've been working out and eating healthy, but I'm not losing.... I've lost inches, just not weight.

Define "eating healthy."

Are you weighing everything you eat and logging?

Not necessarily weighing, but I am logging and paying attention to nutritional value. I eat a lot of protein and my portion size is still small.
