Why can't I set a profile pic ?

OK so why won't it let me set a profile pic or add pics...  It's been a while since I've been on here and I've forgotten how to...  Can someone help explain to me how to please!  Thank you... 

Hi    Look at the top of the screen, see the blue band? towards the right, look for your screen name and click on it. when the page changes move your pointer or tap on the profile pic frame. as you tap it or run the pointer over it the words remove or change show. click/tap there and add your picture.
