Loose skin on neck?
Yep, this certainly happens after weight loss, and a result of good old fashioned aging. Most treatments short of surgery are not very effective, but there are some promising treatments available a medical spas that might help a bit. You might check into laser and other options if it really bugs you.

I'm 41 with the neck o**** year old woman. I hear the weight might distribute differently as I head into maintenance, so I'm holding out hope that it bounces back a little. But right now I'm just resigned to screaming, "CRONE!" when I pass myself in the mirror.

It's pretty amazing, double/triple chins gone, what's left is the wattle. Did anyone used to watch that old show Allie McBeal? There was that one young lawyer that always dated older women, and he was attracted to their wattles more than anything else. Every time I look in the mirror I think of that and laugh! No more triple chin, now I have a sexy wattle!
