I'm literally covered in tattoos - I've stopped counting, because it's impossible. ;) It helps that my husband is a tattoo artist and I myself am now learning, of course. :)
Weight LOSS is unlikely to affect tattoo work - UNLESS it's on an area of your body that you're going to have sagging skin. The area you're describing *should* be safe, but my advice would be to wait until you're about 6 months out - you don't know how much dropping is going to happen there at this stage, after all. It might not move at all - but it might drop significantly.
I'd err on the side of caution. :)
