Loose belly flab

I have always had a larger bottom half. I am still rather large on the bottom, I think some of it is loose skin but most of it I believe is flab. My question is how can I tone the lower portion of my belly? I have been trying for months with leg lifts and crunches. And suggestions would be good!

You can tone muscles but you can't really tone skin.  If you have loose skin, the only way to get rid of it is plastic surgery.

By "flab" do you mean fat and tissue or excessively lax muscles (or both)?  If it is skin and extra tissue, there is nothing you can do short of plastic surgery to get rid of it.  If it is partially fat, the solution, of course, is to try to drop additional weight.  If it is lax muscles, you can try toning up the abdominal muscles, but if the muscle is THAT lax, you will likely need a tummy tuck to really solve the problem.  My guess is that the issue is a combination of all of the above.

You can tone the muscle under it but not the skin on top of it. I saw my plastic surgeon yesterday and we are starting with my arms because they were so large that the skin looks like it's dripping out from under my shirt sleeves.

Then she showed me what a tummy tuck would do - and though it would be wonderful I don't have that kind of money ($10,000+)

I am starting a part time job to save up for my arms. It might be all I get done but I'm ok with that.
