Why can't doc in same state do DS Revision if my first doc doesn't do DS at all?

My original sleeve surgeon does NOT do the DS. When I call doctors in my state, they always say they wont do a revision to DS if you have had the sleeve done by a different surgeon in the same state, regardless if the original surgeon does DS or not. But if I had my original sleeve done in a different state, the new doctor will do it. Why? Makes no sense. I asked them why and they didn't really have an answer.

that makes no sense, I understand if a surgeon doesn't want to do a DS on someone who already has a VSG, some surgeons are just like that. I would suggest consulting with a different DS surgeon
