Thanks for your response to my post... to answer your question, while I would have loved to be able to say that Dr. Gagner is performing my procedure, I can't... in fact, his office hasn't responded to me since January... but since then, I have found out that there is some Canadian law that prohibits him from performing surgery on American patients that live in the US... not sure what the law is called, but it makes all the sense as to why I never heard back from his office.
