How does one 'unblock' someone?

I see another post entitled 'baffling' that says I blocked her and she pm'ed me trying to find out why.
I tried to respond to say that i had not blocked her and i did not receive any pm's from her and my post got blocked.
So ... what the hey! Here's my question:
Q: How does someone 'unblock' another member they may have inadvertently blocked and wants to now unblock?
