Tricare

Does anyone know if I need a referral from my PCP to go see a surgeon?  I have tricare prime.  I contacted a Dr. Oliak out of Orange County and I am supposed to fax some paperwork to him.  Will insurance cover my pre-op tests?  Who should I have initiate the tests?  my PCP or the surgeon? I am confused. P.S. - I couldnt resist adding pictures of my lil man...3 months old today!
