The pressure cooker always keeps the meat moist. I never thaw my chicken when I use the pressure cooker. Since it has to reach a certain temp just to achieve pressure, it basically thaws the chicken during that process. It isn't really necessary to cook it longer just cuz the chicken is frozen. It comes out fine in my pressure cooker after 15-20 min on high pressure.
