When I was talking to my favorite nurse after I delivered Libby I had mentioned that I was glad  was pregnant during the summer so the baby didn't have to deal with the heat.  Well, she kindly reminded me that baby like to be warm.  They HATE to be cold, hence the reason they scream for their first few baths and such.  They are warm for 9 months in their Mommy's womb, that is what they are use to.  Just be careful from direct sun and if she starts sweating.

I would say it's fine to have her outside, but I would not leave her in the carseat, recent studies have shown that small babies can have issues with head tilt in the carseat that can cause problems with breathing, and the heat will only add to the risk. Not to mention that all the padding will make her hot AND she should not be in the seat without being belted in (no matter how old or how little they move).
