OT: Rash from milk?

Ok, so I know this is only some what off topic but I also know there are a lot of Mommies out there that might have an answer.

We put Libby on whole milk when she was almost a year old.  She hasn't used a bottle since then, we use Nuby sippy cups with the straw and sippy nipple.  She keeps getting a rash under her bottom lip and I am wondering if it is from milk??  She doesn't drool and never really has, so I know the skin isn't getting chapped from drool.  It looks like the skin is just red, irritated, chapped, etc.  I put aquaphor on it and it seems to help but then comes back when Daddy doesn't do the same.  Do you think it could be a milk allergy or just sensitive skin?  It looks like it hurts but she doesn't ever complain about it.

Do she have a rash anywhere else?  Is it "dotted" or is it solid red?  Sounds like it is sensitive skin unfortunately.  Could be maybe the milk possibly running down on the area below her lip, or it could be her biting on the lower part with her upper mouth.  If it was a milk allergy, I would think it would be all over, and not just there, but I could be wrong!    Might just need to be extra vigilant about keeping it dry, and see if that keeps it from coming back.
