I have PCOS and posed this question to my endocrinologist, who is the coordinator of all my pre-surg requirements and follow-ups. He said WLS would do nothing to stop my facial hair growth and that only laser treatments or electrolysis could.

I have had PCOS for several years. I have had great success with laser hair removal. My facial hair was so bad, I wore my hair very long, and basically became a hermit except for work. I hated it! Currently, I wax to remove any stray hairs and about once a year, will head in for a quick laser treatment but I think lasers are the best way to get the hairs.
Note, if you wait too long i.e. when they turn into gray hairs the only option will be electrolysis which is much more painful.
