Need help finding policy on Reconstructive

I don't know if I'm typing it wrong or what but even on Medi-Cal website I can't find their policy on reconstructive surgeries. I know they cover if it's a necessity but I want to read the actual policy - Every time I call them I get "you don't have the right to that information" Bull. I know my rights and I want to see it ! Can anyone point me in the right direction?
