Finding a competent, safe out of country plastic surgeon

I had my lap band placed in July of 2007.  My top weight was 278 and I went to about 172.  My goal was 160 but I just couldn't lose anymore.  Anyway, that's ok.  I'm thrilled.  So in 2009 I was looking for a surgeon for the usual areas but instead, discovered a lump in my left breast.  Surprise!!  Well, I caught it early and I am in remission so that is  under control (as much control as we get in this life!)  and I am back in the market for a surgeon.  Self pay of course.  Can't afford a local doc so I am searching for a foreign MD.  I've tried to find places that are JACHO International accredited figuring they would be credible instutitions.  But, so far, no luck.  Lots of facilities that have various International accreditations but I have no idea the value of these accrediting organizations.
Anybody have ideas on how to find a skilled, competent surgeon?  I read that many of you have vetted your surgeons thoroughly.  How?
Found a place in Can****hat is tempting.  Perfection Makeover and Laser Center.  Has anybody heard of this place?  
I'm thinking I want a body lift.  (Thighs, stomach, upper arms specifically...I'm nervous about messing with my breasts)

He certainly is competent, price is right, and he loves his work.  What else can you ask for?

This is a great place to ask. There are really great surgeons out there.  I used Dr Adrian Manjarrez in Mexicali.  He is board certified in BOTH the US and Mexico, and has 23 years experience.  There are also two other surgeons in his group with great reputations.  I had excellent care at the hospital there and am planning to return in a few months for some more procedures.  If you need more info, feel free to contact me. So... how did you go about researching  your surgeon?

I spent almost 5 months listening to those that went to Dr. S, then decided, then booked at month 8, surgery at month 9.   I wanted to know all I could before going, so researched like crazy.

 I'm a double thumbs up for Dr Sauceda too.  Like Bonnie said stop over on our board and take a look.  We've had an OHer down for PS and she's getting ready to come home shortly.  I had a LBL, BL, arms and medial thigh lift on 1/13/11 and 1/17/11 had a full neck & face lift. 

I researched Dr Sauceda from the group here, from his previous patients and saw the results from a few people too.  He's very caring and will tell you what he can do for you. 

Thank you for the information.  I am tryng to decide between Dr Manjarrez and Dr Sauceda and  will be requesting quotes from both.  Hoping to get this done ASAP!  I think I need all the body work you had but do not plan any face work at this time.  I'm nervous and excited....and nervous...
