He will need to contact the insurance company and see if the procedure is covered under his policy. Most insurance companies require that it be deemed medically necessary to be covered. That normally requires documentation of doctor visits and any treatment given. For example...chaffing, rash, skin breakdown. If he is experiencing any of those issues he should be treated by his doctor and have it all documented.,
The cost is going to vary by surgeon. It will also vary between being done in the states or out of country.
Some surgeons do offer a discount if you pay by cash or if you combine procedures.
I don't know what the recovery time would be. The surgeons he consults with should be able to give him that information.
Shopping around for a surgeon is a personal choice. I think it's very important to do your research and to ask for referrals. I think a Board Certified Plastic Surgeon is a must. I wouldn't make my decisions based solely on price but that's just me.

I had all my plastics with Dr. Bernard Shuster. He has done several men after dramatic weight loss. He is an amazing doctor and a great human being as well. I know he is in Hollywood, FL which is quite a way from your home town but he is worth the trip. Check out his website at www.drshuster.net. You will find pictures online so your brother will feel comfortable about the results. He does online consultations so you can check him out before you make any commitments. There is not a more caring or highly skilled surgeon around. Check out his reviews on the OH site.
