I like Dr Dry up north, if cost isn't an issue. I had a lower body lift w/TT, with inner thighs and butt aug, and will be getting arms and boobs and face done later. It will be around 20,000, maybe a little more, but would have been well over $60 for the doctors I liked in the states.
There is the residency program at UW in Seattle as well, but they only do one procedure at at time, like not combining arms with boobs, and I don't want to be put under 10 times. They also said panni only, no TT and no restoration of belly button. Other than those things, I really liked their program.

If you want to do a bit of vacationing I don't see anything wrong with it. Go to Mexico or Brazil or wherever you choose ahead of time, have some fun, then get your surgery.
Just remember, many (most/all?) of these medical tourism places will sign up any doctor that owns a scalpel and will sign on the dotted line. Everyone wants a piece of the bariatric money pie right now including plastics guys.
