Had a Mini Brachioplasty & not happy

Need some help please. I went in to interview doctors to have a full Brachioplasty done. The doctor said why not do a Mini? You can get away with it and still look great, just your arms won't be as tight. I should let you know my main concern was the fat on the upper part of my arm near the arm pit. I saw him a few times and figured he knew best as he is the professional and it was half the price of the full arm lift. So, I had a lower body lift done and the mini on my arms. All of it was done at a surgery center, I am 2 weeks out and I do not see much of a difference in my arms, The fat is still there and peaks out saying I made it, not gone,,,, They do look a bit smaller but Not great. I went in for my follow up and he even said, ya they could be better and said we can do the full on you and I will give you a discount on the fees and we can have this done in the office rather than the surgery center, I got the quote yesterday of $2900. total, Price break? There is NO discount. I am paying an OR fee again and an anesthisia (sp?) again, and the other half of his full arm lift price. So with the 2 OR and anesthia fees I am shelling out more money than I would have originally would of had to.
I have made another appointment to go in and see him to discuss. Need some help on how to go about these fees and how this mini did not do anything except give me some scares and push the fat further down my arm. 
How do I go about this with him? I love him, his staff is fantastic, all the other work he did is fabulous. He has a wonderful reputation in the community. I am planning on going back for the verticle tummy tuck and breast lift in a year or two. But really question that on how he treats this problem with my arms.

 Thanks for all the advice  and information! I will look into what you suggested! I did not have any drains in my arms, nor any compressions for swelling. The bottom of my arms do feel heavy and kinda feel like a hotdog is laying in there, if that makes sense? I assume that is swelling and tissue? Which I will ask him about. As the 2 weeks have gone by, it seems my arms have gottan larger and going back to how they look? He did say to wait 2 months before going back into surgery to fix them.  Photos, I can't seem to ever upload on this site for some reason. I also have tried to shrink them with No luck.

In addition to ALL the advice from muffin, with regards to ANY revisions most doctors will "wave" their fees BUT you still come out of pocket for the OR room and Anesthesia.  I would talk to him about waving the remainder of his fee for the whole arm as you WANTED the whole arm but he insisted he could give you the result without it.  In addition (this does mean waiting) have any revisions done when he is doing other work as to offset your costs with the room and anesthesia doctor.
