anyone know if medicare covers plastics at all?

Medicare may pay for removal of excess skin that causes significant skin infections and the like. 
The problem is there is no real approval process and the fees paid to doctors are reduced 60 - 90%  of what a doctor would get paid based on the national average for self pay patients.

So it would be unlikely to find an experienced surgeon who would agree to this.

You might want to see if the plastics resident training program at the University of Kansas takes medicare.  There are also three plastic surgery resident training programs in Mo but I do not know if they offer a discounted fee program.
