It looks like you have So. Cal Kaiser from where you live. If that is the case, Kaiser So. Cal will cover you to have a pannilectomy removal, which removes the excess skin, but is not asthetically pleasing like a tummy tuck. There is no muscle tightening, nor will they reposition your belly button in that procedure. It is better than nothing for removal of skin. If you have additional money, you can request to go to West LA or Woodland Hills and pay to upgrade your services for a fee to a tummy tuck or lower body lift. You first must be 1 year out, weight stable, done losing weight. You need to have a pannus that does overhang your pubic bone as well. Start by asking your primary to refer you for skin removal to plastic surgery and if you want to upgrade ask that the referral be sent to West LA for approval. You will then have a consult with one of the plastic surgeons who does fee for service there - Dr. Lee, Dr. Touran or Dr. Porch who an approve your panni removal, and let you know about upgrading to a better procedure for a fee. Dr Lee did all of my plastics - some were covered/partially covered, and others I paid out of pocket. The nice part is that if you have complications, Kaiser covers those as well.
Just make sure you understand that the panni is not a tummy tuck and if you go for the panni, don't have the expectation that you are getting a full tummy tuck.

As far as how low it hangs over my pubic bone I don't know because that area is actually worse than the tummy as far as sagging goes, I can literally lift it (pubic area) up above my navel (great mental pic) LOL. I f God wants me to do it then it will happen .
Good luck with your primary. Just ask for a referral to have it removed - it is a covered benefit here - but remember that it isn't for a tummy tuck, but a panni removal. Lots of people use the terms interchangably, but they are not the same.
