You will be amazed what magic scalpels can make in the right hands. There are many good skilled plastic surgeons (including Dr. S) who would love to give you the mid-section you desire. Fret not, my belly looked very similar to yours five months ago. I never thought my mid-section (upper belly) could/would be flat. Today, I kid you not, that's the flattest part of my whole belly; the part I fretted over the most is the best part of my body today.
Good luck and try not to worry too much (easier said than done), you will look amazing in clothes and out.

FYI - based on my own experience I would suggest you strongly consider the Anchor Cut. I had a lot of upper skin like you and the only way to get rid of it all and get a tight hour-glass shape is the anchor cut. Do some research.....

Can't wait to hear the responses you get from the docs. Dr. Chapin, Dr. Lam and Dr. Emily Pollard have a good rep around Philly and I've heard a few have been covered through insurance with Dr. Chapin. I've seen the work of Dr. Charles Hermann out of Pocono Med Ctr up close on several folks and its phenomenal. I too have a belly I can twist into zoo animals; It's great fun....NOT! Everything seems to come to the front and it KILLS my back. When I lean forward I've got 6 to 8 utters, not kidding! Interested to hear what Dr. S has to say to tighten that upper part and his quote as I really like the idea of the twilight anesthesia he uses, I've had both and I recover much better under the twilight.
