Why anchor cut?
My tummy above the bellybutton is by no means firm, but it doesn't protrude/sag. My biggest problem is the deflated tire that sits below my bellybutton! Assuming, but not certain, that the horizontal incision would be the best for me. Any comments?

The anchor TT makes a vertical cuts above the belly button to take care of your "muffin top". If you don't have one and the area below the belly button is your biggest concern, then you don't need the anchor cut.
I didn't really want the anchor cut, but my surgeon showed me that if I didn't get it how much I'd still have for a muffin top. I didn't really want the scar, but I don't want the muffin either (any of it) - so I have decided I can live with the scar....
