Don't know, is it hard like a muscle and evenly distributed? It could be a hernia but I think that hurts.

Depending on the type of ab exercise, you can bulk the muscle (though not a huge amount) versus toning it. For example, when you're doing leg lunges its better to do high reps than to do then with 10 lb weights in each hand if you tend to get bulky legs. High repetion will create long lean muscles. Likewise with abs, if you need to exhale your breath on the crunch up and inhale on the way down, and there are some exercises that will bulk and some that will tone. It doesn't sound like your contraption will bulk, but you will need to diversify- it doesn't give you much range of motion. You might want to try crunches on a yoga ball that give you some more extension, and vary the types of crunches you do. And unfortunately, sometimes with some body types, abs will give a little pooch, but it should be solid. If it seems puffy or squishy its fat or excess skin.
