has anyone had smart lipo, I went to a seminar and they said they can do Smart laser lipo on your arms instead of Brachioplasty with no scars and no downtime, I don't have that much to be removed

Smart Lipo (or old fashoined "dumb lipo") is a poor choice for most weight loss patients when used without skin excision. You really need excellent skin tone  and little or no fat to get satisfactory results as liposuction techniques require skin retraction after suction the fat.  Weight loss patients (in general) do not retract, but "deflate" when their fat stores waste away. In most patients you'd end up with even saggier skin excess after lipo without excising the redundency. The only place smart lipo works by itself is in some peoples necks with good skin who have very small fat pads and little/no jowls.
