It sounds like there may indeed be a problem, not just because of the glassy eyes and sniffing, but the productivity and slowness/speech. I would contact your supervisor and document this. If they are a responsible supervisor, they will take immediate action and call her in to speak to her. She should be told that her 'behavior' is very concerning...not the "sniffing", but the performance issues that are occurring. Your institution should have a corporate policy regarding drug testing, in which she should voluntarily succumb. If she choses not to, then it can be terms for suspension or termination. Sounds like she very well could have a drug problem. Good luck
