Not true. Anybody who filed Oregon state forms 40, 40S, 40N, and 40P for the year 2006 is eligible for the kicker check, regardless of their residency status.

Is this different from the years past? I have always paid OR taxes even when living in Idaho but have never received a kicker check.

Yes - this is the first time we've gotten a kicker since 2001. They only occur when the collection of taxes exceeds the state budget. Linda
