board for Mexican bariatric dr

while I have enjoyed reading everyone's opinion and experiences on the Mexican forum I'd really rather do my own research. So my question is,is there a Department of Health or board that oversees doctors in Mexico? 

How does one see if there have been any complaints made or to check the medical license?  

I really dont know, but Im pretty sure that exists, I just made my research for the doctors that I was interested, and I decided for Dr. Kelly in Tijuana, best decision ever! Best of luck!!!
