I am an American living in Canada, and was definitely able to write the cost off in Canada, and it is my understanding that you can also do this in the states. THere is no exclusion for overseas medical care in IRS Publication 502 re: medical expenses: http://www.irs.gov/publications/p502/ar02.html#en_US_publink1000179071
As long as you meet medical criteria for the surgery (Usuall BMI over 30 or 35) it can't be considered a cosmetic procedure and you are covered. You can also claim up $50.00 a night for lodging if neccessary and can claim for the cost of any prescription medications that are legally brought into the states (Must be a med that is legally prescribed in the states) (So if you buy Nexium for instance, you could claim that.)
