Definitely not true. There is really nothing that can be done about it. Perhaps adding some muscle but you won't be able to add enough to fill out the skin. The only remedy is P.S. Some people are lucky and it shrinks but most are not that lucky.

Unfortunately, adding muscles or plastic surgery are probably the only options. Although, I have heard that younger people experience somewhat less of a problem because their skin is more elastic. (I'm 57 years old)
But my personal experience is that having the loose skin beats the fat by a long shot.
