Weight training question

I haven't been in the weight room since college. Back then, the common thinking that to build bulk, you would do fewer reps with heavier weights..  And to build endurance, you would use less weight with more repetition. 

Two questions:
Does that still hold true?

AND

Is one of the two types of training better to speed up your RESTING metabolism?

Yes, that is still the case and the more muscle you have the more calories you will burn at rest.  Therefore, adding muscle will increase your metabolism. 

I would start with the high rep workout for 6 weeks or so and you will kind of ease into the weights that way.  After 6 weeks,  I would transition to the lower rep/higher weight work.
