Madeleine, A lot of docs don't use XRays on the grounds that any radiation which is not totally necessary, however small an amount, should be avoided. Also, the fluoro only gives an image of that moment. Barium may pass through fine at that moment, but the tissue under the band is living tissue and we all know that this means that sometimes the band feels tight, sometimes looser.
Not to say docs shouldn't use it! I am not a doc! But just to answer your point that you don't understand why they don't all use it! It's not laziness or cost! It is their deliberate choice.
Mine uses it only for my annual review (I am well below goal and have been for years and so never need fills now), to check positioning of the band. I am sure he would have used it if he thought it was necessary like the original poster's doc.

Highest 290, Banded - 248 Lowest 139 (too thin!). Comfort zone 155-165.
Happily banded since May 2006. Regain of 28lbs 2013-14. ALL GONE!
But some has returned! Up to 175, argh! Off we go again,

Kate makes a great point. I had fills with fluoro several times, but it did not change my problems with the random tightening.
