Yes.
Some surgeons do that, especially with larger capacity bands.
Others do not.
I have a small 4 cc band and my former surgeon didn't "prime" it with any fill during surgery because he wanted to give my stomach and any surgical swelling a chance to calm down before he added fill to it. My current surgeon will not fill a band while a patient is unconscious because she wants the patient awake and able to swallow water, to make sure the band isn't over-filled.

I came out with 3cc's in mine. A friend (same doc, same size band) came out with 4 in hers.
I think my surgeon adjusts it to what he feels the patient can tolerate by his observations while inside.. I'm just guessing, I don't know and haven't asked because it doesn't really matter.
What does matter is that I didn't go through severe bandster hell.. I never got overly hungry even before my first post-op fill. And I wasn't too tight during recovery either. I kinda look at it as I got a head start.
