Insurance Does Not Cover Bariatric Surgery

I have Exclusive Care Ins. through my husbands work with Riverside County Probation Dep., and I called to see if they cover the surgery, and the lady with customer service told me they don't cover it. I'm so desperate to get the surgery done, and my doctor is recommending it. What should I do? I don't want to wait another year.
