Dean Health Care in Wisconsin

Has anyone ever tried to receive approval from the Dean Health Care plan in Wisconsin? This is the plan that is offered to the State of Wisconsin employees. My physician believes the surgeon can get the approval somehow. However, when I contacted the insurance company they flat out refused to approve/discuss the situation with me. I am in the beginning stages of considering having bariatric surgery. Any help is greatly appreciated!!
