BCBS primary/ PEBB secondary

This may have been asked and answere, if so let me know.   I live in WA state, my primary insurance through wk is highmark blue cross blue shield and there is a written exclusion, my husband ins (UMP) PEBB is secondary and do cover the surgery.  MY question:  If my insurance excludes WLS will PEBB foot the bill?  Any help would be appreciated.
