Primary & Secondary Insurance

I have two BCBS of AL policies.  The one I have is primary and has a WLS exclusion.  My husbands policy will pay for surgery.  With them both being BCBS policies when the 1st denies me will the 2nd pick it up?  Has anyone had any experience with this?
