Tricare as secondary insurance

Has anyone had trouble getting an authorization for wls when Tricare is your secondary insurance?  Healthchoice is my primary insurance and wls is an exclusion.  The exclusion info was given to Tricare by my PCP when he referred me.  Tricare denied the authorization due to primary insurance..  When i talked to Tricare they said they had no record of my primary insurance having an exclusion, which my Dr.'s office swears they faxed with the referral.  Anyone have any recommendations from their own experience on how to get Tricare as a secondary to authorize your referral when wls is an exlcusion for your primary insurance?

Your secondary does not have to cover anything your primary does not. Secondary is only designed to pick up the % you would typically be responsible for after primary pays.

A referral doesn't change the ins co's exclusion.
