Yes, it can be used in other states.....IF and only IF they have a contract with that medical facility. I live on a town that is on the border between two states. They have certain places they are contracted with in BOTH states, and certain places in both states that they do NOT have contracts with.

It's all about the contracted hospitals / physicians, not so much the location. Keep in mind that they aren't going to contract with a hospital that's too far away from the state though. You have to just call your specific insurance company and ask specifically if "such and such hospital" is a contracted provider. Of course, you will need the referral from your PCP to go there.....
