Uniform of Washington

Hey all,
Has anyone had any luck getting their sleeve paid for by Uniform Medical of Washington (state employees' insurance)?  Uniform does cover WLS, but only the RNY and band. My mom's looking into getting surgery and isn't able to have RNY or banding because of her other medical conditions. As in, two separate surgeons and her rheumatologist have categorically told her neither of those two surgeries is an option. Any suggestions for how she should go about getting this covered?
