Federal Gov't Insurance?

I want DS and Tricare doesn't pay for it. Does anyone know of any Federal Insurance that pays for the DS w/o a lot of hassle? My BMI is 35.2 and I have a lot of co-morbidities. I can't meet the Met Life standards either. Any help will be greatly appreciated. I certainly don't want to self-pay.
