Since I work for a school board, I'm a teacher, I have to file my 2nd level appeal through the Insurance department at the school board...we are self funded. I'm nervous, I don't know if this is a good thing or bad thing. Any opinions

Does you insurance provide for any "Health Advocates"?  Some plans have people you can contact that are able to help.  Also, perhaps your union might have some provision for advocates.

My advice, read your policy carefully.  Is WLS excluded or is it a medical necessity determination?  Also, you might perhaps call the insurance department for your state and ask what your rights are in terms of this kind of appeal.  Although I hope you prevail at your hearing - is there an opportunity for "external review" if you are not sucessful at this 2nd level.

You also might go online - google the term "Obesity Law" - there is a lot of helpful information put out there by law firms that help people in your situation.

Best wishes!
