Anyone appeal an "investigational" denial?

I was sent an approval letter for my VSG code 43843 and the next day got a denial letter for the same thing. They said I could appeal it, I did, sent the letter off yesterday...my question is has anyone had their denial overturned even though it was denied for investigational reasons??
