Should I e-mail or mail?

I finally have my appeal letter and other info ready to send to my husbands Benefits Manager but am not sure if I should e-mail it or print and mail them to him. Aslo is there anyone I should cc on this?

Do both certified mail and email then a week later do it again if you can fax it too so they can't say they didn't get it
