Questions about Medicare/Medcaid conflicting policies

I live in Arkansas and I have Medicare (primary) and Medicaid (secondary).  Medicare covers Lap Band, but it specifically says that Medicaid does not.  Is there an exception if Medicare is my primary and Medicaid just picks up what's left after Medicare has paid?  Or is the only option to get "Gastric Bypass" as opposed to Lap Band.  My paper work simply says that Medicare pays for Gastric Bypass (open or laparoscopic) and Lap Band.  It says that Medicaid has coverage for gastric bypass surgery and that they do NOT cover Lap Band.  Can anyone help and tell me what that means? "It says that Medicaid has coverage for gastric bypass surgery and that they do NOT cover Lap Band." It simply means that Medicaid will pay for gastric bypass surgery but will not pay for the lap band.   Contact the State of Arkansas for clarification.
