switching doctors...appeal or resubmit?

I have decided to change doctors. If I do, will the new doctor resubmit? Or do we still have to go through the appeal process? I went to pick up my records today for my appeal, [which I have to do on my own] Not only did I have to pay $25 for records I brought to them from my pcp, but they didn't include my sleep study or my psych eval. I'm frusterated and have decided it is time to find another doctor.

When you switch doctors, you have to get all your information individually. So, you have to go to the psyc, and what ever else you have had during the process. Most doc offices will only give you their records.
