State Of Arizona Employee Insurance Plans..anyone?

I Have schaller anderson but because my husband is a state of arizona employee it doesnt matter what insurance we have the state themselves have these ridiculously tough qualifications.  If you are basically not in immediate life threatening danger they wont cover it.  You cant just have sleep apnea you have to be very severe with it etc.  I dont have sleep apnea.  Has anyone else qualified that doesnt have it either?  If so, what condition did you qualify under?
